In order to receive assistance you must have…
IN ORDER TO RECEIVE ASSISTANCE YOU MUST HAVE applied for assistance from the Maryland Energy Assistance Program (MEAP) located in the Drumcastle Government Center, 6401 York Rd #1, Baltimore, MD 21212, 410-853-3385 [1]. They are open Monday through Friday from 8 a.m. to 4:30 p.m.

(This is a good place to start seeking help as they may have funds from various programs that can help with your bill.)
Once you have the above items, you may apply for assistance by contacting CEA’s Utility Help Line at 443-636-8567 or by filling out and submitting the request form below.

You may also seek help from the Community Assistance Network (CAN) www.canconnects.org and the Fuel Fund of Maryland http://www.fuelfundmaryland.org/get-assistance.
NOTE: These agencies (CEA, CAN, and the Fuel Fund) use the same funding source for utility assistance, so you can use only one of these agencies (the first one to help you). You may receive assistance once during the fiscal year (July 1 through June 30).
You will not be able to receive assistance if you have a payment plan or if you are registered for budget billing. You will need to remove yourself from these programs before applying for assistance. You can reach the BGE customer service line at 800-685-0123.
